For 4 girls, yeah, they would be tipsy, probably not drunk (in the hammered sense). The internet says about a 0.11 BAC. 4 guys would be buzzed, 0.08 BAC.

Getting drunk depends on the person's weight. On average, I think 4 people can get drunk.
Depends on how much each person normally drinks, along with age and size. It is possible but I recommend getting some other cheap backup stuff if can afford to spend another 5 to 10 dollars.

It depends on the four people and their individual reaction to alcohol, their height & weight, and if they take medications.
I like a margarita, and have one about 3 times a year -- but I'm a really cheap date because the margarita would fill me up before I started to eat. I had to have 1/3 of my stomach removed due to a bleeding ulcer; recently I learned that they have discovered the part they took out of my stomach tells me if I'm hungry or full. I'm a small person, so I just watch to see how much other small people eat. It's good, because I'm never hungry. My tastebuds, on the other hand, they have cravings.
So, if you had four people like me, and we were testing to see if we would get drunk -- the answer is yes, and very quickly.

Four people could bet a decent buzz if you don't drink a lot, but you'll definitely want to snag up some more booze. Heck I've had twice that much tonight already. :)
