Yes.

Well...here's the deal...wine is made from the juice of the varietal grape. Raisins...formerly known as grapes no longer contain the juice necessary to produce the basis of wine. However, if you were thinking about a product that utilizes the pressings or the "must"/"pomace" (i.e. the by product of pressed grapes during the wine making process) then you could make a "fortified" wine or something like the liquor known as "grappa". In that case, yes, the liquor would need to age as well.

Not necessarily. Some wines actually are made of raisins; Amrone of Italy and some late-harvest Zinfandels from California.
They age their wines to allow the flavor and texture components (oak, fruit and tannic acids) to meld and mellow.
If you made your own raisin wine and didn't put it in oak barrels it might be drinkable right away but might improve with age.

Abbey Ales have a strong raisin like flavor. Not wine, but beer is better anyway.
