You could measure it as 1 shot or 1 pint or 1 gallon. It's really and estimate given so that you have some freedom with the recipe.
In your example of 1 part vodka and 2 parts gin, that means twice as much gin as vodka. If you use 2 cups of vodka, you will need 4 cups gin.

I hope that is clear.

e.g., 2oz vodka, 4oz gin

or whatever amounts 1:2

4 oz vodka, 8 oz gin etc...

The "part" can be whatever units, so long as it is kept the same throughout the recipe. So if it is one drink it could be 1 shot vodka, 2 shots gin. Or if you're making drinks for a party it could be in gallons instead of shots.

it depends on how much you want, you could have it one shot = one part, or 1/2 glass = one part.

so you'd have one shot vodka, two shots gin...

make sense?

Its whatever measurement you want it to be.
The ratios involved are what's important, adjust the size of 'one part' to your particular quantity needs.
If making just one drink, use a jigger, or shotglass, if mixing a pitcher (or a bathtubfull) use a suitably larger container for your 'one part'.
