what does the term getting the blue devils mean when u have drank to much alcohol?

You know that guy that that gets drunk and mopes? Whether it be about an ex-girlfriend, job woes, or...well...mostly about a girl, he always gets down when he gets drunk while everyone else is rowdy? That is a case of the blue devils.
The cure? Order him a shot of 1/2 and 1/2 tequila and Jager. After he takes it, tell him that if he never wants that again, he better perk the hell up!
Don't know. Never heard of it. Is it like pink elephants? Is it to do with seeing the police after a beer? Aren't the police called black rats inside London but Blue devils outside London?
Black Rats are traffic police. So called because like Black Rats (Ratus Ratus) if hungry they will eat their own young. Bluebottles was a common name for police in the 1950s but I've never heard of blue devils in this context.
