Means you don't need to pay to get in before 9 but after 9 it's half price.
If you get there before 9 pm then you don't pay a door/cover charge. After 9 then half cover would be half of whatever they normally charge say its 10 bucks, then you will pay 5.
I went to a club on night and the guy at the door tried to get my friend and I to pay a cover, and there was like only 3 people in the bar. I said no, so he said ok half cover, I told him buy, and he said we can go in. I told him to pay me the half cover so I'd come in and drink. The bar went out of business a couple of months after that night.
Half of nothing is nothing. There is no cover charge.
