This probably happened way back in prehistoric days when there was no written language so no one could write down the guy's or gal's name. I'm pretty sure (although I wasn't around yet to witness it) someone figure out that smoke from this special plant made you feel better if you used it in your fire so the next time, he/she pulled off the leaves, rolled it into a cigar, chewed on it for a time, maybe it caught fire when he leaned too close to the cooking fire, etc. Probably most native people living in areas where weed grows wild made smokables, drinkables, edibles out of it and/or used it in religious ceremonies and as medicine. It is not a recent discovery or invention; it's probably older then fire (people didn't start smoking it until after they figured out fire, but they probably ate it, chewed it, etc.).

im guessing it was a person that ran out of papers and had some cigars and said hey that could work. or it was prolly a person that wanted to have a lot more weed in there papers but couldn fit that much so he used a cigar.

It was Ima Blunt in 1845. She would sell them out of her saloon called "Rolled Gold."
