Are wine bottles with twist off corks considered "jug" wines , or are they still corked wines?

No they are not, even though the term "jug wine" is a little hazy. Be careful of the term "corked wine" however. This is actually a term used to describe wines that have been affected with a bacteria (that is totally harmless to your health). This bacteria is found in corks and give the wine a musty and off smell and taste. It is estimated that as much as 5% or 1 out of 20 bottles are "corked".

Many high quality wines are now being sold with screw tops.

Only wine snobs would consider those as not being properly bottled wines

do you mean twist off corks like champagne or do you mean screw caps like a bottle of coke. Champagne is a corked wine, screw caps are bottled wine. I don't know what jug wine is, we don't have that term in Australia.
