Depends on where it was. Was it in the sun....sitting with the cap off? Was it sitting on a shelf, opened with the lid screwed shut? If it was the latter, then yes...of course its ok to drink. Liquor lasts for years opened. You can even prolong spirits by freezing them. The liquid will never freeze but it will prolong its flavor.

Liquor, yes. But wine, no. I have bottles of liquor that have been open for 2 years that sit in the cabinet that are perfectly drinkable.

depends what you mean by "liquor." a few spirits, like baileys liqueur, contain milk so they need to be refrigerated...but your standard rum/vodka/tequila/gin can be left out for years...although they taste better cold :)
Yes to anything without milk because almost all liqours are stored for a certain number of years ranging from 1 - anytime unless in the sun for a long periods of time alcohol will always be good because no bacteria can effect its chemicals but it can be tainted by the suns rays

Liquers are a little different. If it is something creamy, such as baileys, it should be refrigerated to maintain freshness. But three weeks old is not a problem.
