Barley malt?!

Go to a home brewer supply and ask them and their customers.
They sell malt, so it stands to reason they have access to waste.
Most breweries produce it in quantity. They usually have arrangements with local farmers or ranchers to get rid of it but might be able to sell you some. I'd love to let you have mine but you'd have to pick it up in very small batches and it would be cheaper for you to buy the barley straight from the farmer.
I'd go to www.homebrewtalk.com and post a thread looking for moderate sized brewers in your local area. Like the other poster said, most brewers sell it to farmers for hog feed or composting so there is no telling if you can actually get some.
