Water. Vodka is distilled usually to near 100% alcohol then the distillers wash it down with water (from some source they boast about) to make it to the certain percentage that they want.

Traditionally vodka should be colorless, odorless and tasteless. Any smell (other than alcohol) or taste will make up the less than 1% in that bottle.

Mostly water, plus a tiny trace of whatever was fermented to make the vodka (potatoes or grain).
