Your body has both enzymes, the first one breaks down the alcohol (ethanol) into acetaldehyde, which is ironically more toxic. Then the second enzyme breaks that down into acetic acid (vinegar).
Oh, and obviously the alcohol enters your bloodstream through the stomach, and that's how it becomes available to the liver.

It goes to your stomach then to your head and messes around with all your facilities, then it goes to your legs and makes them wobbly, then to your mouth and makes it say things that will get ya a black eye, through your liver on to the kidneys and out the penis into the toilet. Sometimes it gets out of the toilet when your not looking and makes your bedroom go around and around until ya barf. man I had fun last night! Didn't you?
