No only in designated zones on special occasions.
Drunk people can get out of hand in public places like new years eve and celebrations like that so the police deem some areas a dry zone

No, but there are bans on selling it in some areas of the U.S. For example, the county where Jack Daniels is made is what we call a "dry county." You cannot buy any alcohol there.
Recently, a city in Michigan repealed it's ordinance against selling alcohol within the city limits. They repealed it after numerous tries because they need to boost the tourist trade.
