You don't need a license to "give away" alcohol as long as whoever you are giving it too is at least 21. You cannot sell, purchase in quantity or serve the free alcohol in a place that sells it without a permit. But simply giving of age people beer does not require any type of governmental permit or license.

I am not sure what you are asking. Is it home made beer or are you planning on giving away commercial beer for some sort of promotional reason? Either way you you must be very careful you do not give any beer to minors. This could get you in a heap of trouble. The other thing you need to watch out for is not letting anyone get drunk on the free beer you are giving them. In the event they become drunk and you are the one giving them beer while they are drunk makes you responsible if something happens on their way home when they leave.

Each state has a regulating agency. I don't know where you live, but in Texas, it's TABC(Texas Alcoholic Beverage Commision). They set the standards of how old you have to be to sell, distribute, and consume alcohol. Contact them, and they should be able to direct you to a website where you can be certified online for about $10 to $20.
