The drivers license has nothing to do with it! You can buy alcohol with a state issued or military ID or passport! The reason they say drivers license is because it is the most common carried form of ID. I didn't understand the ending of your question but You might of wondered something I have asked myself many times- Why so they put alcohol ads up on the freeway, serve alcohol in restaurants? Well I think there are so many people out there on the road drunk because of these very things but really if they tried to take alcohol out of restaurants people would be pissed and if they tried to take the ads down off the highway the beer companies would be pissed! So we wonder why there are people killed by drunk drivers its because nobody wants to wise up and do the right thing!
think about this, if a person who wasn't drinking causes an accident with a person who was drinking, the fault will still be placed on the person who was drinking.
Not everyone is going to a bar to drink, the parking spaces could be for the designated driver of a group of drinkers or as someone mentioned before for bar employees. Also, you can drink one drink and still be fine to drive. Some people enjoy a glass of wine with dinner and that's why they serve it in restaurants. One glass of wine wouldn't impair driving ability to the point of being over the legal limit.

For those of you who say that you can use a military ID to purchase alcohol, have you ever tried it? It absolutely does not work outside of military towns.
You don't need a drivers license here. Any pic. Id is good. The legal drinking age is 18, I think alot of people don't even get asked for Id because they look older than that. There are alot of people that drive to the bar, but are smart enough to have a designated driver or they leave their vehicles there and get a taxi home. I know alot of people that have done that. Some people though, think they are still able to drive after having too much to drink and that is scary! I don't have that problem, I wouldn't be tempted because I have never even gotten my drivers license. Strange, but true.
