How do underage people get cigarettes without asking people to buy it for them?!
Answers: when i was under age i got in cool with all the people that worked at the gas station down the street from my house, eventually i was cool enough with every employee and they would all sell to me

Unless they want to break the law, they don't. Even if they manage to find a store clerk who doesn't check IDs, that clerk will have to pay a huge fine (and possibly get fired) if they're caught. Most people wouldn't want that on their conscience.

Some young teens look older and can buy them. This is still breaking the law.
