My question is, how do you get a liquors licence?

pfft you don't need a liquor licence.. just go around selling alcohol at marked up prices to underages. Works for me if i'm in need of some extra $$$

Liquor licenses are held by the establishment, no the barman/maid <========over here. I don't the deal over there ============>.
