No, it is made from gelatin (Jello). Here's how:
You'll need to find some small plastic cups (usually the kind they use in grocery stores for sampling foods).
Pick your favorite flavor of jello.
Boil the water like on the package instructions.
Add the jello and stir till disolved.
(Now comes the hardest part, yeah right).

When the package says to add cold water...add only 1/2 of the amount of water that they ask for. The other half of the liquid will be your favorite liqueur. My preference is vodka.
Be sure to put your liqueur in the freezer (no it won't freeze...it's ALCOHOL) at least 4 hours before you start this or it won't be cold enough to set the jello.

Pour the jello/alcohol mix into the little cups (filling them about 1/2 full.)
Place in refrigerator to set.

You make them out of real jelly, but substitute some (or all) of the water with vodka.
Then you pour them into small cups (like the little paper shot cups) and let settle. When you take a jelly shot, you squeeze the paper cup and the jelly shot pops into your mouth.

I have not yet seen jelly shots with chocolate on top, but that could be interesting. I think that using orange-flavored vodka, orange jelly and chocolate could be a good combination.

Try your favorite jello flavor and vodak. the jello helps mask the vodka flavor but you still get the same affect.

You can also buy premade ones at BevMo and some grocery stores, but the homemade ones are normally better. There is a place in Las Vegas called Fat Tuesdays that makes really good ones. They put whipped cream on theirs, but I have never heard of chocolate on top. Some people put fresh friut inside too, very yummy. oh and you don't drink them. If you use little paper or plastic cup that are shot sized it works best, but you can make them in a shallow dish and cut them out too.

Add vodka to the water, pour into shot glasses and cool overnight.

If using glass shooters, provide drinkers with a toothpick/cocktail stick to slide around the egde to loosen the jelly, then slam the lot back in one gulp.
