In Italy alcoholic drinks can be legally served to people who are at least 16.
Between the end of 2006 and the beginning of 2007 somebody tried to bring the limit to 18, but that law wasn't approved, eventually.
And although you may read somewhere the legal age for drinking is 16, this isn't actually true: simply, there isn't a drinking age determined by law.

the legal age to drink in Italy is 12.

They're a lot more relaxed about drinking in Europe. I first went there at 19 and was able to drink.
