Per person ? ... I'd guess the Finns (Finland) even though its semi-prohibited there and what you can get is hugely expensive. Their always crossing in to Norway to get their fill.

Russia. The majority of Russian peasants can consume a litre of Rotka (cheap Vodka) every day.

US, as it it is legal there, the popularised religions allow it and the main reason is the population count - far bigger. But i wouldn't be suprised if the 3 biggest EU members of UK, France and Germany exceeded the US together.

per capita, I think it is Luxembourg. But for volume I would say Russia

People will always say Ireland but infact its Poland.
Being Irish I am well aware of the Stereo typing we get from people on the booze front, but the fact is we are 3d next to Poland, then Russia...

With the worlds largest population and per capita alcohol consumption rising I would have to say China.
