I believe malt beverages run 5-10% alcohol.

Any thing over 3.99 cant be called beer, but has to be called maltor ale or bock or stuff like that, so theres a starting point.

Old E has 5.9 percent

Side Note: Used to mix Old E and Fruit flavored cisco and drink it, making my stomach turn now thinking about it.
