Start by calling the SLA( state liquor authority).
They'll send you all the info.
It will be very expensive.
Hope you have alot of money to invest
if not, dont even think about it.
Just a license to sell liquor is super expensive.
I cant even imagine how much it would be
to manufacture and distribute( another expensive license, distributor).
So alot of licenses involved.
