Beer generally has water, malted barley, hops, and yeast. Sometimes corn sugar is used to aid in alcohol content and bottling.

As you can see, there are 5 basic ingredients, and the rest is up to the brewer, but they can use whatever they want

proper beer only has four ... malted grain (barley, wheat, rice), yeast, hops, and water. After that, well it can contain many other things depending on the variety. Belgian lembic does contain some fruit juices in place of the water, some wheat beers also have some juices

Beer is made primarily with some sort of grain (malted barley, traditionally), water, yeast, and hops. Hops is used in small amounts as a flavoring. It is a very aromatic plant and steeps in the beer like a tea. There are no actual hop leaves present in the beer.

Popular American beers like Bud, Miller, etc., use grains such as corn and rice in addition to malted barley. This is not only much cheaper, but makes the beer less flavorful. Some specialty beers use small amounts of different grains such as wheat or even oats.

"Beer" is a broad category but by definition it must be fermented from a 'wort' (sugar water basically) made up of sugars naturally converted from starches. This makes cereal grains a prime candidate for making beer as they contain both starches and the naturally occuring enzymes which can convert those starches to fermentable sugars. Cereal grains include, but are not limited to barley, corn, rice, millet, sorghum, wheat, rye, and so on.

Beer traditionally contains hops but this is not a required ingredient of beer. It's just so wildly popular (and rightly so) that it's a common misconception that all beer has hops or needs hops. Throughout history, and in rare cases today, other herbs and spices are used in lieu of hops such as pine needles, and heather.

Aside from that water and yeast are essential, there are hundreds and possibly thousands of varieties of both which make up various beers.

On that note beer can contain A LOT of other things including fruit/fruit juices. Once you've got the core of a beer thrown together it's essentially a blank canvas to which herbs, spices, fruits, vegetables, meats (yes even meats), and absolute zounds of other crap can be added.

Im laughing at some of these answers... The essentials are malted barley (some breweries of lower calibur use malted corn starch or rice malt), hops, water and yeast. Some beers add fruit to the mix or other add ins. Germany actually has a law called the Purity Law stating that no beer shall contain any ingredients other than malted barley, hops, yeast and water. There are a lot of things you can use to alter the taste of beer. Some breweries use coffee beans on their thicker and heavier beers (porters and stouts)... Different kinds of malt add different flavors too (2-row, 6-row, chocolate malt, caramel malt, the list goes on) Older beers actually didn't even use hops, that was the original classification between beers and ales (ales by definition didn't have hops)

The main ingredients of beer are Water, Barley Malt, Hops and Water.

The Reinheitsgebot or 1516 German Purity Law as it is more commonly known allows for barley malt, hops and water... Notice it doesn't actually allow yeast. Brewers would use left overs from the previous batch to jump start fermentation in the new. Thankfully, the Reinheitsgebot was repealed in 1987.

Now if you aren't following the purity law you can add just about anything you wish. Wheat beers are an example, they replace some if not all of the barley with unmalted wheat. One of my favorite beers is Oud Beersel Kreik... A blend of new and old lambics brewed with fresh cherries. Oh so good.

Now... if you aren't following the Reinheitsgebot and you are Miller Brewing Co. or Anheuser-Busch (Budweiser) you add corn or rice instead of malted barley to reduce the cost of your beer since you don't care about flavor or your customers enjoyment of your product.

To reiterate Alesmith's point... Hops aren't required. They are enjoyed... but not required. All About Beer had a great article about substitutes for hops in the latest issue. They listed different herbs, grasses and what nots with their flavor profiles.
