they sell based upon the laws of an area, much like drug stores and grocery stores. for example, in texas, wine and beer can be bought pretty much anywhere, while new jersey forbids sale of alcohol in many establishments without a liquor license of some sort.
i don't know, the county i live in is dry. any one who drinks has to travel 50 to 60 miles to get it. i'm glad i don't drink.
