It means that the valve on the top is stuck open and leaking out the butane. Basically, get a new lighter, this one will be empty soon.

Get a zippo. They are stylish, and cannot explode.
And I wouldn't keep the lighter you have in your pocket, or in the house. Butane isn't fun when it's concentrated in a gas form and decides to find a spark.
