The only ingredients that belong are: barley, hops and water.
The Germans had it right 500 years ago when they passed the Purity Law.

OK, from someone who's actually made beer:

Water. Preferably spring water that has good mineral content.
Malted Barley, roasted. Malting it means keeping it just wet enough to start to sprout and then simmering it; converts starches to sugars. As noted above, roasting it darker makes a darker brew.

Adjuncts. You can add other grains (Americans like to add rice or wheat; any grain will do). Or sugars (makes a detestable brew unless you're using honey and calling it mead--or milk sugars for a cream ale). Despite what was said above about the German Rheinheitsgebot law (restricted beer ingredients to just barley, water, yeast and hops), Germans also make Weisenbier which contains some wheat. But they can't call it 'bier' then...

Hops. An aromatic bitter flower that gives beer its bitter edge--sharp or mellow depending on whether it's hollentauer or fuggles or some other variety of hops. But other flavoring agents are sometimes used also/instead. Hops are a sedative--if you use spruce instead it helps you stay awake. Some commercial brews are now using hemp seeds. And then there are those abominations that use pumpkin or some such candy dreck...

Yeast. This is what turns all the sugars into alcohol.

The 4 main ingredients in beer are: water, hops, yeast, and barley. The alcohol is a byproduct of the yeast, and not an ingredient itself. Some beers have other ingredients, like fruit, coffee, chocolate, and spices.
According to the Reinheitsgebot, the German beer purity law of 1516, and the oldest law still enforced, to be considered a beer, it is only allowed to have water, hops, yeast and barley.
