I might be wrong, but I think you are referring to the phrase Pork Barrel. This is a term referring to the added on projects to a government bill. Basically if you want your proposed bill to pass you will have to except added on projects that the senators added on, in order to get there vote.

A barrel that was used to store port. Port is a wine, just like sherry. Most good port wines are produced in Portugal.

A barrel in which Port wine has been aged. Port wine is red and sweet.
When used to age whiskey the barrel imparts some of the character of the port wine to the whiskey, sometimes giving the whiskey a faint pink hue as well.
