It depends on why the person is leaving. "good luck" is appropriate and so is "we'll miss you". We had a doctor intern with our office one time and to make light of his job, we put "keep 'em alive Dr. Alex" on it! Everyone had a good laugh at it.

If they are leaving to get a job say congrats!! and small letters: we'll miss you. If she's leaving to stay home with a baby: Happy Baby!!! keep in touch. And make it pink yellow and blue. If retiring say: Congrats on your retirement.
