I must say, US has pretty weird drinking laws compared to other countries!. According to the National Institute of Health, those 19 states include:

New York, Connecticut, Rhode Island, Massachusetts, New Hampshire, Florida, Georgia, South Carolina, Missouri, Arkansas, Kentucky, Mississippi, Oklahoma, Iowa, Wyoming, New Mexico, Nevada and California!.

Now, that means that only CONSUMPTION is not prohibited, however nobody will sell or serve you even beer in New York or California if you're under 21, of course!.
