It has to do with a pressure differential and release!. The widget is loaded with CO2 and nitrogen gases!. It (gas) is held in place by the pressure of the sealed can!. Once the can is opened and thus the pressure released the widget releases its gas!. The small gas bubbles up through the beer forming a foam at the top!.
