Answers:
In wine, the alcohol percentage is the percentage of alcohol by volume, as opposed to percentage by weight!. Most table wines range from 9% to 15%!.

The wine maker tests this during to fermentation process!. He stops the process when he has the desired amount of sugar and alcohol!. Continuing to ferment will create a higher alcohol percentage and leave less residual sugar!.
