It could be finished; it could be a stuck fermentation; it could be a leaky bucket!. Check the specific gravity!. If it is reasonably close to what you expected, check again in a day or three!. If there has been no change, rack the wort to the secondary for a couple of weeks, then bottle!.Www@FoodAQ@Com
I am not clear on the length of the fermentation!. Has it been fermenting for 3 days!? In many cases the main ferment can last 3 days or less!. When conditions all come together the yeast ferments the sugar very rapidly!. The fact that you have added more yeast with no activity shows that the nutrient energy source, aka sugar, has been used by the yeast!. Your beer is done!.
Give it a day or two to continue with the slow fermentation rates the yeast is unnoticeable doing!. Then rack to a secondary ferment tank to age & settle!.
WYEAST has a nice article on fermentation and for a $1 I will share it now!.

not enough sugar!?
not enough pressure for the airlock to work, and there is a leak somewhere in your fermenter!?
some contaminate is interfering!?
try adding some "yeast nutrient" if there is no change, something probably went seriously wrong and you will probably have to start again from scratch!.Www@FoodAQ@Com

Did you use liquid yeast or dry!. If dry did you rehydrate!? That could be a problem!. Improper sanitation could be a problem!. Or maybe you didn't use enough sugar!. You might have to restart!. Www@FoodAQ@Com
