I assume you are asking about red wine, since many whites are under $30!.
I prefer Italian wines and I can name many in your price range!. The best being Chiantis by Castillo Banfi, Carpinento, DaVinci and Mellini!.
But two of my absolute favorites are under $15!. They are:
Carpinento's "Dogajolo" and Monte Antico Rossa!. Both are Super Tuscans that rival many of the more expensive wines!.Www@FoodAQ@Com

There are about 500 wines that fit the description that you gave!. "Best" is a subjective term, and what one thinks is good another can hate!.
Your best bet is to find out what they normally drink, then go into a wine shop and tell the staff what you are looking for!. Any wine shop worth anything will have staff that specializes in doing just that!.
Ask your boyfriend what kind of wine they normally drink (varietal or region) or just take a peek at their wine collection!.
Having said that, most wine snobs agree that 2003 & 2005 French Bordeaux's are some of the best in the past two decades!. It is tough to go wrong with those!
