What is a "Scotch on the rocks with a twist"?!
I just heard it on TV, I know what scotch is, but what are rocks and a twist!?

Scotch over ice with a twist of lemon peel!. They usually twist the lemon peel to release the zest (aromatic oils) and run the peel along the rim of the glass, then put it in the drink!.Www@FoodAQ@Com
Scotch on the rocks with a twist is scotch poured over ice with a piece of lemon peel (no pulp) twisted to release some of the natural lemon oils in the skin, then dropped into the beverage!.

A twist is a small section of lemon/lime etc that is twisted over the drink to give it a bare hint of lemon/lime taste!.
