Errm, it's just an expression for a store owned privately rather than a chain that is managed.

A 'Ma and Pop' store is a privately owned business rather than a chain or franchise. It is not exclusive to liquor stores.

Typically they will own one store in a town or maybe a couple of stores in a local area.

If you are looking for stores to rob, Ma and Pa stores are more likely to be prepared to defend themselves with a firearm... :)
