For people under 21 the legal limit is ZERO,NADA,ZILCH

For over 21s - 80 milligrams alcohol per 100 millilitres of blood (80 mg%).Often expressed as 0.08 grams of alcohol per 100 millilitres of blood.

The effects of a .23 blood/alchohol level (BAC) would be an inabillty to stand or focus and partial loss of consciousness.

In Ontario and the rest of Canada, the maximum legal BAC for fully licensed drivers is 80 milligrams of alcohol in 100 millilitres of blood (0.08). Driving with BAC in excess of 0.08 is a criminal offence

Legal limits vary from state to state. NJ recently dropped theirs from .10 to .08. You can extrapolate from those numbers that .23 is significantly impaired (more than twice the old legal limit).
