No, its not harming you, even if it is wafting in your space, it is outdoors and won't do any harm.
I wouldn't want a feud with my neighbours - there are far worse things they could be doing - loud music, parties all night.

well the police wont do anything anyway and do you really want to cause trouble with the neigbour? my neigbour made chrystal meith in his garage and he got away with it 4 months on remarned so there is not a lot of point!
A few years ago I would have struck up a conversation with them and ask if I could join them. Since I've now stopped smoking I would still have a chat but would opt for something alcoholic instead.
