Depends on how much proof there is listed on the bottle. If something is 80 proof for example (usually rum and vodka), it is about 40% alcohol.
I feel that people get drunker off of quality Vodka b/c it is odorless, colorless, and tasteless so it blends extremely well into a drink & you can't really taste it (when mixed well).

That depends of the alcohol strength in percent. Usually is marked on the bottle. There are different types of vodka and rum and they can be of different strength. But drinking these liquids is a waste of time and energy and will harm you and make you less than what you can be.

Vodkas are usually 80 or 100 proof (40%-50% alcohol), and rum is usually 80 proof, but there is a 151 proof (75.55 alcohol) rum as well. Proof is shown on all bottles I have seen.
Unless you are talking about a special brand, they are equal at 40% alcohol per volume, or 80 proof.

Like for me I get hangovers everytime with vodka but not with rum.
