I have some bottles of wine that have been in a plastic tub outside for 10 years,is is still safe to drink?!

If they are white they are prolly vinegar. If they are good reds and the corks didn't dry out, they might be good. If worst comes to worst, use them in stew.
After ten years of light/heat variance, they are no good. I can say that with 100% certainty. Most wine made in this era is not meant to be aged more than a couple years, and that's with ideal storage, which is definitely not what you had. Chuck 'em.

10 years? Probably not. Outside, definitely not.
The thing to do is open one bottle up and try a taste. If it tastes like vinegar, you are out of luck.
