I personally like Monte Antico red table wine.
This is an Italian Super Tuscan wine that sells for around $10.
You can get a bottle of Yellow Tail Merlot for about $7-$9 a bottle. I think that's probably the best you can get for under $10. It's pretty dry and not a lot of pop or fruitiness but it's also not very acidic and won't make you feel sick the next morning.
Wine drinker on a budgett
Wines from Spain, Argentina and Chile are pretty good and very affordable. I really like this wine from Argentina, it's organic too!

Dancing Bull Zinfandel is a real good red wine for about $9.00 a bottle.
