The quality of the scotch that you taste or purchase is traditionally derived from the barrel that the scotch is aged in; in conjunction with the amount of time that the scotch is aged for.

The longer that the scotch is aged, the more flavors that the scotch "picks up" from the original barrel (typically a wine barrel). Thus, the price of the scotch usually goes up with the duration of aging (7 year scotches are cheaper than 12, and 12 cheaper than 15 year, and so on).

It often isn't necessary to "buy the best" scotch; considering that just like bourbon - you can get a decent scotch with plenty of flavor. Ideally, it is good to know "what to stay away from".
Things to avoid include any scotch with a "peaty" or "alchol burn". Even in this case, the ether's might be able to broken up a little with 1 or 2 ice cubes and a gentle stirring.

The defining quality of a scotch whiskey comes dowm to a matter of the drinkers taste. Others like the smooth taste that is achieved by the aging process that can take onward of 18years . Quality boils down to individual preference.
