yes, Maryland allows you to be 18 and both bar tend and serve/sell alcoholic beverages in a bar/restaurant

you can sell beer & wine at 18 retail, but you have to be 21 to sell distilled spirits retail.

the problem is chances of a bar hiring someone who can't legally taste what they are mixing is pretty unlikely.

As in all states, you must be 21 years of age to consume alcohol or to handle, transport, or sell alcohol in a liquor store. At age 18, however, an individual may work as a server in a restaurant that sells alcohol and can sell wine and beer in retail stores.
