Not easily.
The problem is that the alcohol won't easily absorb into chocolate or candy products.It won't set up properly because it won't bond with anything in candy like sugar or milk does. Most of the time you find liquors in truffles, which are essentially liquid centers held together by a chocolate shell. You can also have alcohols absorbed into cakes like rum cake.
So the best plan would be to have a chocolate shell with a small amount of stabilized kahlua in the middle, like caramel chocolate bars. That's not easy to do, though, you have to build the top and bottom halves (the top is like an egg carton, the bottom is a flat sheet), then layer them upside-down and seal them together.

1 cup semi-sweet chocolate chips
1 can (5 ounces) evaporated milk
1 1/4 cups vanilla cookie crumbs
1 1/4 cups ginger snap cookie crumbs
1/2 cup confectioners' sugar, sifted
1/2 cup finely chopped walnuts
1/3 cup Kahlúa liqueur
1 teaspoon pure vanilla extract
2 cups shredded coconut
Combine all ingredients and then form into bars. Let the bars dry for an hour on a wire rack. Melt the chocolate chips and then pour over the bars on the wire rack.

you can put them in truffles, just be careful because if you put too much it wont become a ball. Hard candy.
