My suggestion would be Costa Rico because you would be in a market of retired Americans who would tend to appreciate the ales of a Brew Pub and you should expect the least amount of political unrest.
While I am unfamiliar with the water characteristics in Central America, I would suggest you brew light ales from March through November and heavier ales from December through February.
