In Milan, alcohol is legal provided you're over 16. As you're 19 you can drink whatever you like.
Drinking in public is ok, what's wrong, as it is a criminal offense, is to be DRUNK in public. Italian law distinguishes between being drunk in public (police or local police won't do a thing about it, but they'll collect you and bring you home or to your hotel or to a hospital), and being drunk and disorderly (ubriachezza molesta): if the latter option occurs you may be arrested (never happens) or fined, and if you injure somebody or destroy something you'll have to refund the damages (and risk being indicted for more serious offenses if it's the case).
Just 1 thing: Italians, young people especially, drink in public, so there's no reason to worry!! but you'll rarely see any Italian get wasted in public, and the whole binge drinking "culture" is highly discouraged and frowned upon by almost 99% of the local population ;)
