Simple
Distill it, and take the part of the distillate that contains the alcohol, put it in oak barrels for at least 3 years - you can then call it whiskey.
The intent of beverage distillation is to concentrate the alcohol and the flavors (cogeners) and aromas from a fermented product. In the world of whisky making Beer, also known as Wash, is the alcoholic liquid that goes into the still to be distilled.
