It depends on your definition of drunk.

Drunk - falling over and losing bowel control
Drunk - requiring admission to hospital for alcohol poisoning
Drunk - incoherent speech
Drunk - not being able to walk in a straight line
Drunk - to be over the limit for driving.

For the latter it depends on the legislation of your state / country
It also depends on the physical condition of the man, is he tired?
Has he eaten recently and what?
Had his meal had mainly carbohydrates?
Over what time period was the alcohol consumed? The body breaks down and neutralises approx. 25ml of whiskey in an hour.

As you can see, it's not an easy question to answer as there are too many variables.
