Ok, for a story I'm writing, (even though I'm sure I'll still get reported), say I was living in Ireland, and I bought some marijuana seeds like on feb. first, and did all the stuff of putting them on the cotton, then eventually planting them outsdie, by when would there be enough on them to actually use?

I'd say if you plant them after the last frost, you'll have something with a month, but I'd wait 6 to 8 weeks.

Is it legal to grow pot in Ireland?

I know it's legal in Holland and some parts of Australia (ACT and Northern Territory with South Australia and Western Australia soon to be added). BUT throughout Australia, trafficking is an imprisonment offense.

When I was in OZ a few years ago, the rule in the ACT having more than 5 plants was prima facie evidence of trafficking! Guess where I plan to retire?
