Downtown LB has been built up too much in the past 20 years. Too many high end spots. Stay off Pine Ave., too pricey. Actually, anywhere between Ocean Blvd. and Anaheim to the North and the 710 frwy and Alamitos to the East and west is pretty much out of the question.
There are alot of bars and restaurants on Broadway East of Alamitos Ave. all the way to Junipero
The Reno Room on Broadway and Redondo has a GREAT Happy Hour. Free finger food. Last time i was there they had dollar bottled beer with the food.

Long Beach specializes in dives.
There are lots of dives along 4th Street and in the East Village Arts District. They all have websites or list their happy hour specials on yelp.com
