I just got a novelty ID of a Wisconsin driver's license and it has 'holograms'?!

the holograms seem different from those on my actual Illinois license, they're harder to see and can only be seen at certain angles and they're not as shiny. I was wondering if this is what it should look like? They are of the state crest and I know that that's accurate but I just want to make sure that they're supposed to look like this. If I had to describe it I would say its more of a watermark than a hologram. I haven't black-lighted it yet but maybe these are just supposed to show up well under a black light? Please help.
