Why add icing sugar to cream before whipping?!

Question: Why add icing sugar to cream before whipping?
This recipe says to add the icing sugar to the cream before whipping. How come I shouldn't add the icing sugar part way through? Will this ruin it?

It must be part of the texture idea. I mean when you whip cream we add the sugar after it is already whipped up and not at the beginning. This is because the sugar prevents the cream from taking on the air to whip it up. So in frosting we want it flat and not whipped so we add the sugar early on. Just my idea on this.
